Pratap Heblikar retired as the special secretary of the Indian government in 2010 after more than 38 years of service. He is currently a managing trustee of the Institute of Contemporary Studies Bangalore, a nonprofit think tank specializing in matters related to national security. He is associated with several think tanks in India and overseas, and he writes regularly on security and current affairs.
